有教師認為“Just under a third of the population now smokes， about 17 million people。（SEFC Book IIA Lesson 6 P。8）中的謂語動詞的應改為 smoke。

其實沒必要改。

通常認為，population前有分數、百分數修飾時其謂語動詞 通常用複數。例如：

Over half the population of this country participate in sport。

這個國家一半以上的人口參加體育鍛煉。

但用單數也對。例如：

There 50 per cent or more of the population is illiterate。（《現代英語用法詞典》，張道真，外研社）

Forty per cent of the population is suffering from malnutrition

Half of the island‘s population has no usable English。
